What is the easiest way to immigrate to Canada?

What is the easiest way to immigrate to Canada?

For the wide majority of applicants, the Express Entry system is the most recommended route to permanent residence in Canada.

Express Entry is an online application management system used by the federal government of Canada to manage permanent residence applications from skilled workers.

67 points — on a 100-point grid — will have to be scored to be able to create an Express Entry profile.

Six different factors are assessed for Canada skilled immigration eligibility calculation through the Express Entry system.

[2] education (maximum 25 points),

[3] work experience (maximum 15 points),

[4] age (maximum 12 points),

[5] arranged employment in Canada (maximum 10 points), and

[6] adaptability, that is, factors that increase the likelihood of your settling and thriving in Canada (maximum 10 points).

Express Entry comes under the purview of the federal department of Immigration, Refugees and Citizenship Canada (IRCC).

Canada ‘s Express Entry has a standard processing time of six months. The IRCC processing time is calculated from the date of receipt of the application till the time that a decision is reached. The submitted application, however must be complete, that is, missing no information and requiring no further documentation.

Three of the main economic immigration programs of Canada come under the federal Express Entry system. Canada Express Entry programs are — the Federal Skilled Worker Program (FSWP), the Federal Skilled Trades Program (FSTP), and the Canadian Experience Class (CEC).

Canada’s Provincial Nominee Program, commonly referred to as Canadian PNP, also has certain immigration pathways linked with Express Entry of Canada. There are around 80 different PNP pathways available.

Under the PNP of Canada, the participating provinces and territories can nominate a set number of candidates — as per their individual annual allocation by IRCC — for permanent residence in Canada. An individual taking the PNP route to Canada PR visa must have the clear intention of living within the province/territory nominating them.

Generally, a specific class of immigrants is targeted in a PNP stream. A PNP stream might be specifically for — international students, semi-skilled workers, skilled workers, or businesspeople.

How can a PNP nomination get me an ITA by IRCC?

While you can easily create your Express Entry profile on your own if you score the required 67 points, you cannot submit your application for permanent residence unless specifically invited by IRCC.

So, how exactly are Express Entry candidates invited to apply?

In place of a first-come-first-served process, IRCC ranks the Express Entry profiles on a 1,200-point matrix referred to as the Comprehensive Ranking System (CRS). This ranking score in the IRCC pool is also called the CRS score of that candidate.

Invitations are issued by IRCC in federal draws held from time to time. These invitations to apply are sent out to the highest-ranked profiles in the immigration program considered for that draw. For example, the November 24, 2021 IRCC Express Entry #210 invited 613 candidates that had a PNP nomination.

A PNP nomination is worth 600 CRS points for an Express Entry candidate. As such, federal draws targeting PNP candidates generally tend to have a CRS requirement on the higher side. The CRS 737 requirement in the latest IRCC draw means that these nominees had human capital factors score of only CRS 137.

Hence, a PNP nomination is the best way to improve your CRS score.

However, for a province or territory to consider you for a PNP nomination, you must have previously expressed an interest with their respective PNP. At the time of profile creation, an Express Entry hopeful will be asked their provinces or territories “of interest”. You can select ‘all’ if you don’t have a specific province/territory in mind.

In your Express Entry profile itself you will also be asked to give your confirmation to authorize the provincial or territorial government (PT) to go through your Express Entry profile.

How do I get a PNP nomination?

Of the 10 provinces and 3 territories that together make up the Confederation of Canada between themselves, 9 provinces and 2 territories are a part of Canadian PNP.

As pe the Canada-Quebec Accord, Quebec has a greater autonomy over the induction of newcomers into the province. Those looking to immigrate to Quebec will have to go through Quebec Immigration Programs.

You cannot migrate to Quebec through IRCC Express Entry or Canadian PNP.

Nunavut territory, on the other hand, has no immigration program.

  • New Brunswick: New Brunswick Provincial Nominee Program [NBPNP]
  • Newfoundland and Labrador: Newfoundland and Labrador Provincial Nominee Program [NLPNP]
  • Prince Edward Island: Prince Edward Island Provincial Nominee Program [PEI PNP]
  • Northwest Territories: Northwest Territories Provincial Nominee Program
  • Saskatchewan: Saskatchewan Immigrant Nominee Program [SINP]
  • Yukon: Yukon Nominee Program [YNP]

To be considered by a specific PNP, you will have to specify an interest in being considered by that PNP in your Express Entry profile, and also create an Expression of Interest or EOI profile with the PNP concerned.

An EOI profile is not a visa application. Once selected by the PNP, you will be asked to apply — generally in a provincial draw — for being nominated.

Those successful in securing a PNP nomination can then use that Nomination Certificate for applying to IRCC for permanent residence in Canada.

The application process for Canada PR visa through Canadian PNP will be as per the stream applying under. PNP streams linked with IRCC Express Entry offer ‘enhanced’ nominations.

PT nominations made via Express Entry are completely processed online and are subject to, as per IRCC, the “six-month or less processing standard (in 80% of cases)”.

A nomination through a PNP stream outside of Express Entry is a ‘base’ nomination and follow a paper-based application process. The role to be played by IRCC does not change for applications submitted under these non-Express Entry PNP streams.

Going through the Express Entry system armed with a PNP nomination is the easiest way to immigrate to Canada.

Once you have secured the required 67-points and created your Express Entry profile, the next step is that of securing a PNP nomination that can guarantee an invitation to apply.

With no FSWP invitations issued by IRCC in 2021, taking the provincial route to Canada PR is the recommended course of action for an Express Entry candidate awaiting an invitation.
